This
amendment adds an emergency preamble, strikes the provisions of the bill that
funded one Education Specialist III position and related All Other to support
the continuation of 7 college transition pilot projects and provides ongoing
funding for the general operating costs of the University of Maine System and
the Maine Community College System beginning in fiscal year 2006-07. |

As
amended, this bill includes a one-time General Fund deappropriation of
$700,000 in fiscal year 2005-06 to the Debt Service - Governmental Facilities
Authority program within the Department of Administrative and Financial
Services and a deappropriation of $5,100,000 in fiscal year 2006-07 to the
Homestead Property Tax Exemption Reimbursement program within DAFS. This bill, as amended, includes ongoing
General Fund appropriations totaling $5,800,000 to the University of Maine
System ($4.2 million) and the Maine Community College System ($1.6 million)
for general operating costs. |

|
As
amended, the additional costs to the Department of Education, the Maine
Community College System and the University of Maine System to work with
others to establish criteria for selecting sites, to expand the number of
college transition programs in an adult education setting and to prepare the
required progress report can be absorbed utilizing existing budgeted
resources. |
