Fiscal Detail and Notes
	This legislation will require a General Fund appropriation of $1,114,471 in fiscal year 2006-07, $1,119,625 in fiscal year 2007-08 and $1,122,036 in fiscal year 2008-09 to fund an Environmental Specialist IV position, legal services, projected board expenses and $1,000,000 for the establishment of a drought protection fund.  This legislation also establishes violations and penalties to be administered by the Maine Agricultural Water Management Board.  It is not clear where funds derived from the proposed enforcement activities would be deposited.
