The Department of Administrative and Financial Services will incur minor costs to convene a working group and produce a report to the State and Local Government Committee of the Legislature.  If the working group recommends the creation of an independent consortium to monitor and investigate alleged violations of the state purchasing code of conduct subsequent legislation will need to address the ongoing costs of the consortium.
