Extending
the territory of the Boothbay Harbor Sewer District is a state mandate
pursuant to the Maine constitution.
Assuming responsibility for sewage currently handled by private,
on-site disposal systems will increase costs to the district. The new customers of the district will
generate revenue that will offset at least some of these additional costs..
Pursuant to the Mandate Preamble, the two-thirds vote of all the members
elected to each House exempts the State from the constitutional requirement
to fund 90% of the additional local costs. |
