Fiscal Detail and Notes
This amendment stipulates that the statewide referendum applies to all existing racinos. Under the provisions of this amendment, an affirmative vote on the referendum will have the effect of retaining the fiscal impacts identified in the fiscal note for the original bill.  On the other hand, if the referendum is defeated, the fiscal impacts noted in the original bill will be replaced by the fiscal impacts discussed below.  All fiscal impacts identified for this amendment are contingent upon defeat of the statewide referendum, which would repeal the current authorization for the provisionally licensed slot machine facility in Bangor.
The repeal of the authorization for the licensed slot facility in Bangor would result in the loss of General Fund revenue in the amounts of $474,250 and $12,936,139 in fiscal years 2005-06 and 2006-07, respectively, and would also result in the loss of Fund For a Healthy Maine revenue in the amount of $9,893,520 in fiscal year 2006-07.  The deauthorization of the licensed slot machine facility would also result in General Fund deappropriations of $485,491 and $1,667,104 in the same fiscal years to eliminate the Gambling Control Board within the Department of Public Safety and would further require deappropriations of $35,615 and $71,230 to the Department of the Attorney General to eliminate one Assistant Attorney General position.
Finally, the Committee Amendment for the Part 2 General Fund Budget (LD 1677) restores $316,988 and $598,558 in General Fund appropriations in fiscal years 2005-06 and 2006-07, respectively, to the Gambling Control Board. If that bill is signed into law, and the referendum proposed in this bill is defeated, the Part 2 appropriations for the Gambling Control Board would no longer be needed.
In addition to the impacts for the General Fund and the Fund For Healthy Maine, the revenues for all previously authorized Other Special Revenue Funds allocations pertaining to the existing slot machine facility would cease and no associated Other Special Revenue Fund expenditures would take place.
