Establishes new civil violations.
May increase the number of civil suits filed in the court system.
The collection of additional fines and filing fees may increase General Fund revenue by minor amounts.

Assumes the additional costs of enforcement for the Office of Consumer Credit Regulation within the Department of Professional and Financial Regulation can be absorbed by the office utilizing existing resources if the number of data breaches of security is between an estimated amount of 6 to 10 per year.   If either the number of data breaches increases dramatically, or businesses do not comply voluntarily with the new requirements, then the Office of Consumer Credit would likely require additional Other Special Revenue Funds allocation and, possibly, additional revenue sources.
