Because
tuition rates are not a component in the calculation of the total cost of
funding K-12 public education in the Essential Programs and Services model,
this legislation will not impact the amount of funds appropriated for the
General Purpose Aid for Local Schools program within the Department of
Education. This legislation will
increase the tuition costs for those school administrative units that send
students to another school administration unit and increase the amount of
funds received by those local school administrative units that receive
tuition students. The impact to
individual school administrative units can not be determined at this time. The Department of Education estimates the
annual statewide impact to be approximately $6,000,000. |

The
Education in the Unorganized Territories program within the Department of
Education will incur additional General Fund expenditures beginning in fiscal
year 2005-06 for the additional tuition costs for students attending school
administrative units where the tuition rate is higher than the statewide
average. The General Fund would be
fully reimbursed for these costs by higher collections made through the
Municipal Cost Component program. |
