bill does not indicate the methodology by which citizens would decide on,
implement and enforce the regulation of the extraction and use of
groundwater. If the intent is to have
local units of government measure and/or express the will of the citizens,
there may be a state mandate created.
If the Department of Environmental Protection is to provide monitoring
and enforcement of any new regulations, as it does for other responsibilities
assigned to it in Title 38, MRSA, it may require additional General Fund
appropriations. |
