This
legislation establishes a procedure for the secession of the Town of Isleboro
from Waldo County and its annexation to Knox county. Although the activities of the town are
permissive, once 50% of the voters have petitioned the county commissioners
are required to meet, take a recorded vote, and possibly engage in formal
mediation for a fee. The costs to the
counties are not expected to be major.
Pursuant to the Mandate Preamble, the two-thirds vote of all members
elected to each House exempts the State from the constitutional requirement
to fund 90% of the additional costs. |
