The collection of additional fines may increase General Fund revenue by minor amounts.
Fiscal Detail and Notes
This legislation  will require a General Fund appropriation to the Department of Environmental Protection of $62,414 in fiscal year 2005-06 and $130,369 in fiscal year 2006-07.  This appropriation will provide funds for two Environmental Specialist III positions to carry out the administrative, educational and enforcement responsibilities to assist in limiting human exposure to mercury. The MaineCare program is estimated to incur additional costs of $263,266 ($97,672 General Fund) in fiscal year 2006-07 based on the difference in costs between amalgam and resin-based fillings.  It is assumed MaineCare would not be able to pass these additional costs on to recipients
