The
Department of Education will require additional General Fund appropriations
beginning in fiscal year 2005-06 to develop standard school construction
plans for small, medium and large elementary, middle and high schools. The Department of Education estimates the
cost to develop the 9 required plans to be approximately $8,000,000. Of this amount, the Department estimates
the approximate cost to develop the designs for the 3 elementary schools to
be $1,500,000; the cost for the 3 middle school plans to be $2,500,000; and
the cost for the 3 secondary school plans to be $4,000,000. The ongoing costs associated with design
modifications can not be determined at this time. |

It
is not clear whether the intent of this legislation is for the State to
provide 100% of the total cost of a new construction project if one of these
designs is chosen, including the local share. If it is the intention that the State fully fund the new
construction project, the additional cost to the State would be
significant. |
