The Secretary of
State's budget includes sufficient funds to accommodate one ballot of average
length for the general election in November. If the number or size of the
referendum questions increases the ballot length, an additional appropriation
of $8,000 or more may be required. A
special election would require an additional appropriation of $121,392. |

This
bill includes a General Fund appropriation of $1,000,000 in fiscal year
2005-06 to the Department of Defense, Veterans and Emergency Management for
the establishment of the Homeland
Security Relief Fund. The department
will also need initial annual Other Special Revenue Funds allocations of
$1,000,000 and $500 in fiscal years 2005-06 and 2006-07, respectively, to
allow spending from the Homeland Security Relief Fund. |

In
addition, the bill specifies that, contingent on availability, funds from the
General Fund shall be transferred to the Homeland Security Relief Fund at the
end of each fiscal year until a total of $5,000,000 is attained. The bill authorizes the acceptance of
other revenues for deposit into the Homeland Security Relief Fund; the
amounts will depend on the degree of success by the department in soliciting
other funds. |
