The Secretary of
State's budget includes sufficient funds to accommodate one ballot of average
length for the general election in November. If the number or size of the
referendum questions increases the ballot length, an additional appropriation
of $8,000 or more may be required. A
special election would require an additional appropriation of $121,392. |

This
bill makes changes in ATV registration fees and the formula by which these
fees are distributed. These proposed
changes are in conflict with ATV registration fees which are authorized by
Part III of PL 2005, c. 12 which takes effect on June 30, 2005. The fiscal impact discussed here is
relative to the changes made in PL 2005, c. 12. |

The
changes in ATV registration fees and the formula by which these fees are
distributed will result in the loss of $538,916 and $718,554 in General Fund revenues collected by the Department
of Inland Fisheries and Wildlife in fiscal years 2005-06 and 2006-07,
respectively. In addition, there will
also be a loss of $276,573 and $368,764 in Other Special Revenue Funds
revenue collected by the Department of Conservation and a increase of $7,997
and $10,663 in Other Special Revenue Funds revenue collected by the
Department of Inland Fisheries and Wildlife in fiscal years 2005-06 and
2006-07, respectively. Finally, the
annual distribution of revenue to municipalities will increase by $169,991
and $226,655 in fiscal years 2005-06 and 2006-07, respectively. |
