Requiring
a jail's medication formulary to have the same medications available as in
other state institutions is a state mandate pursuant to the Maine
constitution. Pursuant to the Mandate
Preamble, the two-thirds vote of all members elected to each House exempts
the State from the constitutional requirement to fund 90% of the additional
local costs. |

the assistance provided by the Department of Health and Human Services and
the Department of Corrections. Any
