	Assumes the bill requires the Department of Health And Human Services to speed up its current plans to catch up on MaineCare hospital settlement payments and prospective interim payments (PIPs) to hospitals.  The fiscal impact reflects the difference between the bill's requirements and the Department's Part 1 Budget assumptions resulting in a net cost in Year 1 and a savings from Budget assumptions in Years 2 and 3.
