Provisions
of the bill that require MaineCare to pay claims submitted by a provider that
have not been paid within 90 days by the primary carrier would significantly
increase both claims payment and administrative costs for the MaineCare
program. Under current law, the
MaineCare program would not pay such claims without an appropriate
explanation of actions taken by the primary carrier. Requiring MaineCare to automatically pay
these claims after 90 days would increase MaineCare claims costs in the short
term, increase MaineCare administrative costs to recover these payments from
the primary carrier, and increase longer term MaineCare claims costs if these
recovery efforts are not as successful as current law actions to avoid such
costs.
