While
the exemption from estate recovery for MaineCare recipients who use long-term
care insurance while residing in a long-term care facility could result in an
increase in the use of long-term care insurance and a subsequent reduction in
nursing home costs paid by MaineCare, it could also result in a loss of
recoveries for costs paid by MaineCare but not covered under the long-term
care policy. The exact net impact
will depend on the number of participants who currently have insurance and
those that will obtain long-term care insurance as a result of this bill's
incentives. Currently the number of MaineCare recipients with identified
long-term care insurance is relatively small. |
