Regulating lead-smart renovators and lead sampling technicians will require a combination of General Fund and dedicated (Maine Envionmental Protection Fund) support to carry out the purposes of this act.  This bill will require General Fund appropriations to the Department of Environmental Protection in the amount of $192,992 in fiscal year 2005-06 and $273,303 in fiscal year 2006-07 to provide funds for three Oil and Hazardous Materials Specialists and general operating expenses.  This bill will also require an Other Special Revenue allocation of $73, 990 in fiscal year 2005-06 and $104,231 in fiscal year 2006-07 to provide funds for one Oil and Hazardous Materials Specialist I position and general operating expenses.  This bill will result in the additional collection of license and inspection fees in amounts that can not be determined at this time.  The additional costs associated with training , licensing and dealing with insurance companies by the Bureau of General Services within the Department of Administrative and Financial Services will be absorbed utilizing existing budgeted resources.
