This legislation establishes a GPS tracking release program for certain nonviolent prisoners.  The bill includes General Fund appropriations of $224,801 in fiscal year 2005-06 and $251,603 in fiscal year 2006-07 to provide funds to monitor the location and the movement of participating offenders, for two probation officer positions and for anticipated damage of tracking equipment.  The bill deappropriates funds from the Maine State Prison account and the Correctional Medical Services Fund in the amount of ($260,866) in fiscal year 2005-06 and ($372,665) in fiscal year 2006-07 for not having to feed, clothe and medicate these offenders at a cost of $20.42 a day.  It is projected that this bill will apply to 50 inmates across the state.  The Commissioner of the Department of Corrections will annually report the savings and propose a budget the allocates them as follows: 40% to the General Fund, 40% to hire new probation officers, 10% to fund DNA analysis and 10% to fund computer crime law enforcement officers.
