Fiscal Detail and Notes
Allowing certain commercial vehicles to travel subject to the provisions of the pilot project authorized by this bill could represent the loss of significant amounts of federal highway funds unless the project is approved by the federal government.  The amounts of any possible revenue loss will depend on the actions of the federal government and can not be determined at this time.
The bill also authorizes the Department of Transportation to establish certain fees to be collected by the Secretary of State for the Highway Fund which will cover all related costs of the pilot project including any subsequent road damage.  The amounts will depend on the fees established by the department.
In addition, the Bureau of Motor Vehicles within the Department of the Secretary of State will require a one-time Highway Fund allocation of $6,000 in fiscal year 2005-06 for the costs of reprogramming the bureau's computer system to accommodate the provisions of the pilot program.
