This bill
establishes a primary "failing to wear a seat belt" violation by
repealing the current law that prohibits the enforcement of the seat belt law
unless the driver had been stopped for some other infraction. This
legisaltion will result in an increase in fine revenue collections by the
Judical Department in an amount that can not be determined at this time. Included in Part EE-2 of the Governor's
Current Services budget are similar provisions that establish a primary seat
belt infraction and further increases fines for these infractions. The additional fine revenue derived from
this proposal is estimated to be approximately $593,154 annually. |
