2003, c. 483 established the prescription drug monitoring program and
required that rules necessary to implement the program be major substantive
rules. PL 2003, c. 483 included a
base allocation in the event funds were received to establish the electronic
system to monitor controlled substances.
The proposed rules indicate a federal grant was received to cover the
costs of the new program. |
