| | Emergency preamble. Whereas, acts and resolves of the Legislature do | not become effective until 90 days after adjournment unless | enacted as emergencies; and |

| | Whereas, the Joint Standing Committee on State and Local | Government has identified the necessity of collecting information | on the State's contracting and outsourcing practices beginning | July 1, 2005; and |
|
| | Whereas, passage of this resolve as an emergency measure is | needed to begin collection on that date; and |

| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, be it |

Resolved: That to better understand the | nature of the State's contracting practices, the Department of | Administrative and Financial Services, Division of Purchases | shall collect information from all contracted providers of | services to the State regarding the country where services will | be performed.
