Whereas, in the judgment of the Legislature, these facts create an
emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for the
preservation of the public peace, health and safety; now,
therefore,

 
Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 5 MRSA §12004-G, sub-§3-D is enacted to read:

Sec. 2. 7 MRSA §§352 and 353 are enacted to read:

 
§352. Maine Agricultural Water Management Board

 
The Maine Agricultural Water Management Board is established
in Title 5, section 12004-G, subsection 3-D and referred to in
this section and section 353 as "the board."

 
1.__Membership.__All members of the board must be residents of
this State. The board consists of 9 members as follows:

 
A.__Five members appointed by the commissioner, consisting
of:

 
(1)__A potato producer;

 
(2)__A wild blueberry producer;

 
(3)__A small fruit or vegetable grower;

 
(4)__A producer of ornamental crops; and

 
(5)__A livestock producer;

 
B.__Three members appointed by the Governor, consisting of:

 
(1)__A person with expertise in federal wetlands
permitting;

 
(2)__A person with expertise in agricultural
engineering and water use efficiency; and

 
(3)__A member of the general public; and
