Arsenal District National Historic Landmark. The refundable credit
is limited to $500,000 per year and is allowed only for 4
consecutive tax years beginning in 2007.

 
PART I

 
Part I does the following.

 
It clarifies that the fee for each initial criminal history
record check is $55, which includes a one-time fee for
fingerprinting, and each renewal criminal history record check is
$24. The Part further reimburses $31 to any person who has paid
$55 for a renewal criminal history record check between September
17, 2005 and the effective date of the provision.

 
It amends the definition of "adult education" to add college
courses that adult education students take as a transition to
college.

 
It enacts law to provide reimbursement for college transition
courses provided by adult education at 75% of the cost of
salaries and fringe benefits and 50% of the cost of consumable
supplies and textbooks.

 
PART J

 
Part J does the following.

 
It provides the necessary language to implement the transfer
of funds for 4 positions from General Purpose Aid for Local
Schools to the Management Information Systems program.

 
It provides the necessary statutory language to establish the
maximum debt service limit for fiscal years 2009-10 and 2010-11
as required by Title 20-A, section 15905, subsection 1, paragraph
A-1.

 
It provides the necessary language for the Legislature to
enact the 2006-07 funding level for the local and state
contributions to the total cost of funding public education from
kindergarten to grade 12 pursuant to Title 20-A, section 15689-
E.

 
It authorizes the Department of Administrative and Financial
Services to enter into lease-purchase financing arrangements on
behalf of the Department of Education for the acquisition of
portable computer systems to support the operations of the Maine
Learning Technology Initiative program.
