Sec. 1. 30-A MRSA §4722, sub-§3 is enacted to read:

3.__Awarding contracts; prohibition.__ In determining a best- value bidder, the Maine State Housing Authority may not, for the purpose of awarding a contract, give any preference to a bidder unless that preference is specifically authorized by law or by a major substantive rule adopted by the Maine State Housing Authority in accordance with Title 5, chapter 375, subchapter 2- A.

SUMMARY

This bill prohibits the Maine State Housing Authority from giving any preference to a bidder for purposes of awarding a contract unless that preference is specifically authorized by law or by a rule that is reviewed and authorized by the Legislature.
