Emergency preamble. Whereas, acts and resolves of the Legislature do
not become effective until 90 days after adjournment unless
enacted as emergencies; and

 
Whereas, paper companies play an important role in Maine's
economy; and

 
Whereas, the Department of Professional and Financial Regulation
adopted rules effective January 15, 2005 pertaining to the Office
of Licensing and Registration, Board of Boilers and Pressure
Vessels; and

 
Whereas, these rules have an adverse effect on the paper
companies in the State; and

 
Whereas, in the judgment of the Legislature, these facts create
an emergency within the meaning of the Constitution of Maine and
require the following legislation as immediately necessary for
the preservation of the public peace, health and safety; now,
therefore, be it

 
Sec. 1. Rule suspension. Resolved: That the Department of Professional
and Financial Regulation shall suspend recently enacted rules
pertaining to repairs and alterations to boilers and pressure
vessels that took effect January 15, 2005.

 
Emergency clause. In view of the emergency cited in the preamble,
this resolve takes effect when approved.

 
SUMMARY

 
This resolve requires the Department of Professional and
Financial Regulation to suspend recently enacted rules pertaining
to the Office of Licensing and Registration, Board of Boilers and
Pressure Vessels.
