either the Joint Standing Committee on Agriculture, Conservation
and Forestry or the Joint Standing Committee on Natural Resources;

 
3. A representative of county government from a county that
includes areas within the jurisdiction of the Maine Land Use
Regulation Commission appointed by the President of the Senate;

 
4. Two owners of land in the unorganized territories, one
owning a parcel of land greater than 500 acres in size appointed
by the President of the Senate and one owning a parcel of land
less than 500 acres in size appointed by the Speaker of the
House;

 
5. The State Tax Assessor or a designee;

 
6. The Commissioner of Conservation or a designee;

 
7. The Director of the Maine Land Use Regulation Commission
or a designee;

 
8. The Director of the Maine Forest Service or a designee;
and

 
9. The fiscal administrator of the unorganized territory or a
designee; and be it further

 
Sec. 3. Chairs. Resolved: That the first-named Senate member is the
Senate chair of the commission and the first-named House of
Representatives member is the House chair of the commission; and
be it further

 
Sec. 4. Appointments; convening of commission. Resolved: That all
appointments must be made no later than 30 days following the
effective date of this resolve. The appointing authorities shall
notify the Executive Director of the Legislative Council once all
appointments have been completed. Within 15 days after
appointment of all members, the chairs shall call and convene the
first meeting of the commission; and be it further

 
Sec. 5. Duties. Resolved: That the commission shall:

 
1. Study the provision of fire preparedness and protection
services by the Maine Forest Service and others in the
unorganized territories; the provision of land use planning
services and related activities by the Maine Land Use Regulation
Commission in the unorganized territories, including planning,
permitting and compliance activities; the provision of education
services in the unorganized territories; and the provision of
other types of services in the unorganized territories that are
determined relevant by the commission;
