Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. 5 MRSA §12004-I, sub-§31-B is enacted to read:

Sec. 2. 22 MRSA §§261 and 262 are enacted to read:

 
§261.__Commission to Certify and Recertify Comprehensive
Community

 
Health Coalitions

 
The Commission to Certify and Recertify Comprehensive
Community Health Coalitions, established in Title 5, section
12004-I and referred to in this section as "the commission," is
established to ensure that comprehensive community health
coalitions have expectations of high performance and positive
outcomes in order for the coalition infrastructure to perform its
public health functions.

 
1.__Duties.__The commission shall:

 
A.__Certify and recertify comprehensive community health
coalitions; and

 
B.__Assess and monitor the role of comprehensive community
health coalitions in furthering the objectives of the State
Health Plan adopted pursuant to Title 2, section 103 and
other statewide planning initiatives and ensure community
input in state health policy and program planning.

 
2.__Membership.__The commission consists of the following
members, and each member serves until the applicable appointing
authority appoints a replacement:

 
A.__The following 6 core members:

 
(1) One member of the Senate appointed by the President
of the Senate;

 
(2)__One member of the House of Representatives
appointed by the Speaker of the House;

 
(3)__One member of the Governor's staff appointed by
the Governor;
