Sec. 5. Duties. Resolved: That the commission shall examine and make
recommendations on the following:

 
1. The adequacy of treatment facilities and professionals to
diagnose brain injuries in order to provide effective and timely
services;

 
2. Third-party payment coverage, both public and private, for
services to individuals with brain injuries;

 
3. Access to services by persons with brain injuries;

 
4. The availability, accessibility and flexibility of long-
term community and residential support services to Maine
residents with brain injuries;

 
5. Surveillance systems for the prevention of brain injuries;

 
6. The services necessary to ensure that individuals with
brain injuries are able to live as independently and successfully
as possible in the community with the lowest level of dependence
on the system;

 
7. The best practices in the treatment and support of
individuals with brain injuries; and

 
8. The necessity for essential educational initiatives on the
diagnosis of brain injuries and on the treatment and support of
individuals with brain injuries; and be it further

 
Sec. 6. Staff assistance. Resolved: That, upon approval of the
Legislative Council, the Office of Policy and Legal Analysis
shall provide necessary staffing services to the commission; and
be it further

 
Sec. 7. Compensation. Resolved: That the legislative members of the
commission are entitled to receive the legislative per diem, as
defined in the Maine Revised Statutes, Title 3, section 2, and
reimbursement for travel and other necessary expenses related to
their attendance at authorized meetings of the commission.
Public members not otherwise compensated by their employers or
other entities that they represent are entitled to receive
reimbursement of necessary expenses and, upon a demonstration of
financial hardship, a per diem equal to the legislative per diem
for their attendance at authorized meetings of the commission;
and be it further

 
Sec. 8. Report. Resolved: That, no later than December 7, 2005, the
commission shall submit a report that includes its
