| | Emergency preamble. Whereas, acts and resolves of the Legislature do | not become effective until 90 days after adjournment unless | enacted as emergencies; and |

| | Whereas, this resolve establishes the Working Group to Study the | High Rate of Suicide in Maine; and |
|
| | Whereas, the study must be initiated before the 90-day period | expires in order that the study may be completed and a report | submitted in time for submission to the next legislative session; | and |
|
| | Whereas, in the judgment of the Legislature, these facts create | an emergency within the meaning of the Constitution of Maine and | require the following legislation as immediately necessary for | the preservation of the public peace, health and safety; now, | therefore, be it |

| | Sec. 1. Working group established. Resolved: That the Working Group to | Study the High Rate of Suicide in Maine, referred to in this | resolve as "the working group," is established; and be it further |

| | Sec. 2. Working group membership. Resolved: That the working group | consists of 11 members appointed as follows: |
|
| | 1. One member from the Senate, appointed by the President of | the Senate; |
|
| | 2. Two members from the House, appointed by the Speaker of | the House; |
|
| | 3. Three members representing suicide prevention groups, 2 | appointed by the President of the Senate and one appointed by the | Speaker of the House; |
|
| | 4. One member who is a guidance counselor, appointed by the | President of the Senate; |
|
| | 5. One member who is a medical person knowledgeable about | drugs appointed by the Speaker of the House; |
|
| | 6. One member who is suicide counselor, appointed by the | President of the Senate; |
|
| | 7. The Commissioner of Health and Human Services, or the | commissioner's designee; and |
|
| | 8. The Attorney General or the Attorney General's designee; | and be it further |
