| | Sec. 1. Feasibility of biodiesel fuels. Resolved: That the Executive | Department, State Planning Office, Energy Resources Council shall | study the feasibility of expanding the market for biodiesel fuel | in Maine and establishing the use of that fuel at a state-funded | education institution such as a university or at a state | facility. The study must consider: |

| | 1. The capacity in this State for producing biodiesel fuel, | which is a renewable fuel made from either virgin or recycled | plant oils or animal fats that can be used in place of regular | petroleum-based diesel; |
|
| | 2. The costs of converting a public facility, such as a | university or college campus or a state facility, to the use of | biodiesel fuel; and |
|
| | 3. How to strengthen the link between producing biodiesel | fuel and increasing economic development in this State; and be it | further |

| | Sec. 2. Feasibility report. Resolved: That the Energy Resources Council | shall report the findings of its study under section 1 to the | Joint Standing Committee on Utilities and Energy no later than | January 17, 2006; and be it further |

| | Sec. 3. Legislation. Resolved: That the Joint Standing Committee on | Utilities and Energy is authorized to submit legislation to the | Second Regular Session of the 122nd Legislature in response to | the Energy Resources Council's report. |

| | This resolve directs the Energy Resources Council to study the | feasibility of using biodiesel fuel, a renewable fuel made from | either virgin or recycled plant oils or animal fats, in place of | petroleum-based diesel at a public facility in this State. It | requires a report to be submitted to the Joint Standing Committee | on Utilities and Energy and authorizes that committee to submit | legislation in response to the report during the Second Regular | Session of the 122nd Legislature. |
