Sec. 1. 5 MRSA §1766-A is enacted to read:

§1766-A.__Electricity purchases for state buildings

No later than January 1, 2008, all electricity consumed in state-owned or state-leased buildings must be supplied by renewable resources.__For purposes of this section, "renewable resources" means any renewable resource defined in Title 35-A, section 3210, subsection 2, paragraph C.

Sec. 2. Plan to implement electricity purchases for state buildings. The chair of the Energy Resources Council, established in the Maine Revised Statutes, Title 5, section 3327, shall develop a plan to implement Title 5, section 1766-A and shall submit that plan to the Joint Standing Committee on Utilities and Energy and the Joint Standing Committee on State and Local Government by April 1, 2006.

SUMMARY

This bill requires that by January 1, 2008 all electricity consumed in state-owned or state-leased buildings be supplied by renewable resources. It requires the chair of the Energy Resources Council to develop a plan to achieve this requirement and to submit that plan to the Joint Standing Committee on Utilities and Energy and the Joint Standing Committee on State and Local Government by April 1, 2006.
