Be it enacted by the People of the State of Maine as follows:

SUMMARY

 
This bill is a concept draft pursuant to Joint Rule 208.

 
This bill proposes to require the recapitalization of the
Municipal Investment Trust Fund, established under the Maine
Revised Statutes, Title 30-A, section 6006-D, and provide
financial assistance for the acquisition, design, planning,
construction and improvement of public service infrastructure and
downtown improvements.
