| Be it enacted by the People of the State of Maine as follows: |

| | Sec. 1. Calculation and transfer. Notwithstanding the Maine Revised | Statutes, Title 5, section 1585 and any other provision of law, | the State Budget Officer shall calculate the amount of savings | resulting from an across-the-board reduction in General Fund | appropriations of approximately 5% for the 2006-2007 biennium. | These reductions must be applied against the General Fund | accounts of all departments and agencies based on the total | appropriations to those accounts. These transfers are considered | adjustments to appropriations. To facilitate the process, each | reduction must be evaluated by the State Budget Officer to | determine whether the services being reduced could be provided by | the private sector. |

| | Sec. 2. Reduction. The Governor shall submit a budget for the | 2008-2009 biennium that contains a 5% across-the-board reduction | from 2006-2007 biennium budget levels that resulted after the | reduction calculated by the State Budget Officer in section 1 of | this Act. |

| | Sec. 3. Appropriations and allocations. The following appropriations and | allocations are made from various funds for the fiscal years | ending June 30, 2006 and June 30, 2007. |
