Be it enacted by the People of the State of Maine as follows:

 
Sec. 1. Calculation and transfer. Notwithstanding the Maine Revised
Statutes, Title 5, section 1585 and any other provision of law,
the State Budget Officer shall calculate the amount of savings
resulting from an across-the-board reduction in General Fund
appropriations of approximately 5% for the 2006-2007 biennium.
These reductions must be applied against the General Fund
accounts of all departments and agencies based on the total
appropriations to those accounts. These transfers are considered
adjustments to appropriations. To facilitate the process, each
reduction must be evaluated by the State Budget Officer to
determine whether the services being reduced could be provided by
the private sector.

 
Sec. 2. Reduction. The Governor shall submit a budget for the
2008-2009 biennium that contains a 5% across-the-board reduction
from 2006-2007 biennium budget levels that resulted after the
reduction calculated by the State Budget Officer in section 1 of
this Act.

 
Sec. 3. Appropriations and allocations. The following appropriations and
allocations are made from various funds for the fiscal years
ending June 30, 2006 and June 30, 2007.
