Sec. A-3. Seasonal or temporary employees. All appointing authorities are required by the Civil Service Rules, chapter 12, section 4C8(c), as amended on June 17, 1991, to inform all seasonal or temporary employees of the approximate date of termination of employment at the time of hire; and that notice must be given to all employees who are appointed to time-limited positions or appointments.

Sec. A-4. Maine Military Authority Enterprise Fund. It is the intent of the Legislature that the Maine Military Authority Enterprise Fund operate in the same manner as a similar business enterprise. Whereas the overall activity of the fund is measured in terms of revenues and expenses, which fluctuate with changes in activity depending upon the demand for its goods and services, the budget must be flexible and be regarded as an approved plan that may be changed to react to market forces. Adjustments may be made through financial orders recommended to the Governor by the State Budget Officer to appropriately meet changes in the marketplace or employment requirements. If revenues or other sources of operating funds are not sufficient or available as anticipated for enterprise operations, there is no obligation to provide state funds. Positions funded by the operating revenues of the Maine Military Authority Enterprise Fund are not included as a part of the overall position count of state government operations as a result of their limited nature.

The Maine Military Authority shall provide financial statements in a format prescribed by the State Controller to the Joint Standing Committee on Appropriations and Financial Affairs and the joint standing committee of the legislature having jurisdiction over the program on a quarterly basis.
