Sec. 1. Commissioner of Conservation and Commissioner of Inland Fisheries and
Wildlife directed to implement safety measures. Resolved: That the Commissioner
of Conservation and the Commissioner of Inland Fisheries and
Wildlife shall take necessary actions to provide the public with
appropriate access to emergency services when visiting state
parks and the Maine Wildlife Park. The commissioners shall:

 
1. Review the training, duties and number of staff working in
the parks during the hours that the parks are open to the public
and take steps to ensure that an employee with first aid and CPR
training is on the premises during the hours that a park is open
to the public;

 
2. Direct the superintendent of each park to:

 
A. Maintain a working telephone at the park entrance during
the hours that the park is open to the public;

 
B. Arrange for a pay telephone to be installed in a clearly
visible location at the entrance to or within the park; and

 
C. Develop a policy to allow the emergency use of cellular
telephones within the park and have that policy clearly
displayed at the entrance to the park or stated in the park
brochure;

 
3. Direct the superintendent of each park to establish a
first aid station within the park. The designated area should be
equipped according to guidelines of the American Red Cross and
in compliance with Occupational Safety and Health Administration
standards for a first aid area; and

 
4. Direct the superintendent of each park to consult with
local emergency agencies, including police, fire and rescue
services, and arrange for emergency responders to have the key or
access codes needed for vehicular access to the park; and be it
further

 
Sec. 2. Report to legislative committee. Resolved: That no later than
January 3, 2006, the Commissioner of Conservation and the
Commissioner of Inland Fisheries and Wildlife shall report to the
joint standing committee of the Legislature having jurisdiction
over conservation matters and the joint standing committee of the
Legislature having jurisdiction over inland fisheries and
wildlife matters on actions taken pursuant to this resolve.
