	This amendment will increase the General Fund cost of the bill by $9,093,451in fiscal year 2003-04 and will decrease the General Fund cost of the bill by $8,990,477 in fiscal year 2004-05.  Based on the estimated year-end balances for both fiscal years, this amendment maintains a balanced budget for each fiscal year of the 2004-2005 biennium.
