	This bill makes changes to the school funding formula which determine how state funds appropriated for General Purpose Aid for Local Schools are distributed to school administrative units.  These changes will impact school administrative units with some local school units receiving an increase in state subsidy and some a decrease in state subsidy.  The impact to each individual school administrative unit can not be determined at this time.  Any additional cost to the Department of Education  to prepare a state incentive plan for school consolidation and to study the possiblility of establishing an early retirement program for educational personnel can be absorbed by the department utilizing existing budgeted resources.
