	This bill restricts the offer of gifts by a drug manufacturer or drug distributor by establishing a new civil violation of the Maine Unfair Trade Practices Act.  It is expected that the increase in fine revenue will be minor, especially since the bill includes a provision allowing the litigants to retain 10% of fines assesssed plus reasonable costs and attorney fees.  These payments to plaintiffs from fine revenue may be problematic and require additional accounting and revenue tracking by the Judicial Department.  However, the cost of processing this new civil violation will be absorbed by the Judicial Department utilizing existing budgeted resources.Also, the Department of the Attorney General will absorb the additional costs to enforce this new violation.
