	This bill increases the assessment cap on the Public Utilities Commission's gross operating revenue by $1,640,000, from $4,918,000 to $6,558,000.  The assessment cap is the maximum amount of funds that the commission may collect from utilities to maintain its current programs.  This bill also allows the use of unexpended funds remaining at the end of the prior year by the Public Utilities Commission for fiscal years 2003-04 and 2004-05.
