	This bill directs the Department of Behavioral and Developmental Services to utilize an existing FY 03 General Fund appropriation in the Mental Health Services - Children program to provide training.  Any funds in that program that remain unexpended or unobligated at the end of the fiscal year lapse to the General Fund.
