The
bill provides for reimbursement for the State's 2 freestanding non-profit
psychiatric hopsitals from the carrying balance of the Medical Care -
Payments to Providers (MAP) account.
There is no carrying balance currently estimated for 2002-03 for this
account. The bill also appropriates $13,000,000 in fiscal year 2003-04 and
$18,000,000 in fiscal year 2004-05 to provide safety net crisis and
intermediate services at nonstate mental health institutions. The governor's current services "Part
I" budget for the 2004-2005 biennium (PL 2003, c. 20) includes annual
General Fund appropriations of $2,000,000 and corresponding Federal
Expenditures Fund allocations of $3,893,186 in fiscal year 2003-04 and
$3,884,084 in fiscal year 2004-05 for the Department of Human Services to
increase payments for inpatient psychiatric services provided in community
hospitals. Section K-16 of c. 20,
includes language regarding the pursuit of federal funding for the DSH
shortfall for IMDs. |

In
addition, if the intent of the bill
is to provide funding for the state operated psychiatric facilities, the bill
should be amended to appropriate funding to those facilities, rather than to
the Mental Health Services - Community program. |
