Fiscal Detail and Notes
This bill dedicates 40% of the cigarette and tobacco tax revenue to the Smoker Illness Fund.  This will reduce General Fund revenue by an estimated $27,392,564 in fiscal year 2003-04 and $41,655,619 in fiscal year 2004-05 and increase Other Special Revenue to the Smoker Illness Fund by the same amounts, based on an October 1, 2003 effective date.  The Department of Human Services will incur additional administrative and program costs to establish and administer programs under the smoker illness fund.  State costs are assumed to be limited to funds available in the fund but may also generate federal matching funds.
