This
bill authorizes the use of up to $200,000 per fiscal year of dedicated
revenue of the conservation program fund within the Public Utilities
Commission to support the Energy Resources Council established pursuant to 5
MRSA section 3327. Included in the
bill is an allocation from the conservation program fund for a full time
Policy Development Specialist position at the State Planning Office. This bill also requires the Energy
Resources Council to undertake a comprehensive review of the state's energy
policy and submit a report to the Utilities and Energy Committee by December
1, 2003. It is assumed that there is
sufficient revenue available to cover the proposed allocation for the current
biennium. However, future increases
in allocation may require rate adjustments to certain utlilites in an amount
that can not be determined at this time. |
