	Requiring the Department of Economic and Community Development to direct 45% of its economic development expenditures to areas of the State identified as economic development zones may significantly impact the department's ability to deliver services and grants through currently existing federal and state programs.  The impact to the existing programs can not be determined at this time.  Any additional cost associated with adopting rules and administering the program can be absorbed by the Department utilizing existing budgeted resources.
