	This bill increases the number of rules proposed by the Department of Environmental Protection that would require legislative review as major substantive rules.  The cost to the Department of Environmental Protection for an additional 16 such reviews per year, the average over the last 5 years, would be $38,341 in fiscal year 2003-04 and $38,599 in fiscal year 2004-05 for staff time, advertising costs and other miscellaneous costs.  The financial impact on the Legislature including the increased printing , copying and advertising costs related to additional meetings and public hearings can not be determined at this time.
