This
bill will result in an increase in revenue to the General Fund of
approximately $560 million on an annual basis as a result of the proposed
requirement that all fees, fines, forfeitures and penalties be deposited in
the General Fund beginning October 1, 2003. The programs that depend on these
dedicated revenues will require General Fund appropriations to continue
operating. Depending on the balances
in the dedicated accounts and how long they last, there may be a period of
time when funding is not available for these programs. |
