	By prohibiting Medicaid (MaineCare) reimbursement for this renovation project, the intent of the bill is to not have a fiscal impact.  However, it is not clear that the bill as drafted would override all state and federal statutory provisions that require Medicaid (MaineCare) reimbursement for this purpose (e.g., Title 37-B, Sec. 610).  Should the Certificate of Need be granted without an appropriation, and reimbursement be subsequently allowed, the bill would have a fiscal impact.
