Fiscal Detail and Notes
	Increasing the registration fees for ATVs will increase General Fund revenues collected by the Department of Inland Fisheries and Wildlife from registration fees; the estimated amounts are $161,250 and $215,000 in fiscal years 2003-04 and 2004-05, respectfully. In order to meet the constitutional requirement that the total level of General Fund appropriations must be at least equal to the undedicated revenue collected by the department, the department will require additional General Fund appropriations or some other adjustment to offset these revenue increases.  Historically, additional General Fund appropriations have been provided to the Savings Fund program to balance additional General Fund revenue or deppropriations affecting the department.                                                                                                                               Increasing the registration fees for ATVs will also increase Other Special Revenue Fund revenues collected by the Department of Conservation from registration fees; the estimated amounts are $161,250 and $215,000 in fiscal years 2003-04 and 2004-05, respectfully.
